MOMMA – Moselle for the Multimodal Mobility of the Army

The French MOMMA Project, co-financed by the Connecting Europe Facility, aims to upgrade the entire canalised Moselle, from the Neuves-Maisons lock located in the South of the city of Nancy to the Apach lock located at the Luxembourg border, including activities to modernise the multimodal transfer capacities of several ports on the Moselle.

The modernisation of the canalised Moselle is fundamental to civilian use, and part of the Contrat d’Objectifs et de Performance of Voies navigables de France (VNF), which is committed to upgrade by 2030 all inland waterways under its management, including those with large gauges. In addition to its importance for shipping industrial freight, it is also a key infrastructure for military use, which, as illustrated in the TEN-T military network map of June 2023, needs upgrades for both its reliability and overall efficiency, be it for multimodal transport or pure inland waterways transport.

By upgrading ports and creating an extreme-climate-event-proof waterway infrastructure adapted to remote control for a reliable navigation, the MOMMA project aims to increase commercial traffic and to develop a secure and reliable pathway for the armed forces when road or rail are disrupted.
